The Erie County Fiscal Stability Authority hired The PFM Group to provide financial suggestions to the County Executive and Legislature. Their completed report was delivered to the Legislature in mid-October 2005. 162 Reduce the Cost of Government Regulations and Compliance While there are significant costs associated with private compliance with government mandates and regulations, the public sector is also constrained by rules and regulations that consume resources and hamper government's ability to respond quickly and effectively to challenges. Recently, the State of Iowa developed an innovative approach that reduced administrative rules and regulations for agencies and departments in return for reduced levels of appropriations or a requirement that the departments and agencies produced additional cost recovery. This approach, which won an Ashe Innovation in Government award, was viewed by the Kennedy School of Government as a "broadly replicable" initiative that "has produced a myraid of concrete results..."
