The County utilizes an elected legislature of 19 members and a County Manager who oversees department heads. This flow chart might help determine who's in charge of whom when it comes to figuring out what person can make decisions and effect current and future budgets. Ultimately the elected members of the Legislature have the authority to alter any spending.
