2004 Goals, Objectives and Strategies
Employment-Based Welfare

Goal: Place all adults who have received Temporary Assistance to Needy Families (TANF) for more than 24 months in work programs to meet Federaal requirements mandating a client's participation in a work activity after two years on welfare, and meet or exceed all other participation requirements for one and two-parent households.

Place all TANF households heads in Erie County who cannot be exempted in real jobs before their families' five-year lifetime benefits expire.

1. Operate a welfare system that is employment driven and based on "Work First" concepts 2. Expand and modify Workfare Program to prepare clients for real jobs and workforce entry. 3. Reach employment goals of welfare reform through public and private sector teamwork.
Budget and Other Initiatives
a. Continue to institutionalize and reinforce Social Services mission to make employment the primary goal of the entire organization, restructuring as needed.

b. Integrate child support, employment and eligibility functions into Welfare to Work teams.

c . Expand integration of transitional benefit and support services to clients leaving welfare for employment to ensure job retention.

d. Continue comprehensive agencywide targeted effort to assess, engage, serve and secure welfare exit for all clients who will reach their federal time limit.

a. Expand Workfare sites through Outreach Program with scores of County contract agencies. Program includes informational and follow-up telephone contacts.

b. Where appropriate, expand Workfare placements at County department locations such as contract libraries located throughout the County.

c. Continue to restructure employment services procedures in order to assure that increased Workfare clients move to paid employment and welfare exit.

a. Expand and prioritize wage subsidy program to increase entries to employment and welfare exit.

b. Further pursue State authorization to promote and streamline welfare grant diversion programs to facilitate private-sector employment.

c. Continue to identify job openings and target client training efforts to real employment needs.

d. Continue efforts to expand public transportation services to suburban-based employers.

e. Expand efforts to work with private sector employers to increase wages and hours of employed welfare and former welfare clients.
